cloudtrail:RemoveTags is a Tagging access-level action in the cloudtrail service. Grants permission to remove tags from a trail, event data store, channel or dashboard

A minimal policy that allows cloudtrail:RemoveTags. Replace "Resource": "*" with a specific ARN to follow least privilege.
