ec2:CopySnapshot is a Write access-level action in the ec2 service. Grants permission to copy a point-in-time snapshot of an EBS volume and store it in Amazon S3. Resource-level permissions specified for this action apply to both the snapshot copy and the source snapshot

Filters access by the name of the AWS Region
Filters access by a tag key and value pair that is allowed in the request

A minimal policy that allows ec2:CopySnapshot. Replace "Resource": "*" with a specific ARN to follow least privilege.
