elasticloadbalancing:CreateLBCookieStickinessPolicy is a Write access-level action in the elasticloadbalancing service. Grants permission to generate a stickiness policy with sticky session lifetimes controlled by the lifetime of the browser (user-agent) or a specified expiration period
