guardduty:CreateThreatIntelSet is a Write access-level action in the guardduty service. Grants permission to create GuardDuty ThreatIntelSets, where a ThreatIntelSet consists of known malicious IP addresses used by GuardDuty to generate findings
This action does not support resource-level permissions; use "Resource": "*" in your policy.
