kafka-cluster:AlterTopicDynamicConfiguration is a Write access-level action in the kafka-cluster service. Grants permission to alter the dynamic configuration of topics on a cluster, equivalent to Apache Kafka's ALTER_CONFIGS TOPIC ACL
