rds:ModifyDBParameterGroup is a Write access-level action in the rds service. Grants permission to modify the parameters of a DB parameter group

Example IAM policy

A minimal policy that allows rds:ModifyDBParameterGroup. Replace "Resource": "*" with a specific ARN to follow least privilege.
