synthetics:UntagResource is a Tagging access-level action in the synthetics service. Grants permission to remove one or more tags from a resource

Filters access based on the tags associated with the resource

A minimal policy that allows synthetics:UntagResource. Replace "Resource": "*" with a specific ARN to follow least privilege.
